Bulacan Provincial Police Office (BulPPO) became the champion of the 2022 Police Regional Office 3 (PRO-3) Civil Disturbance Management (CDM) competition held on Tuesday, June 21 at PRO3 Grandstand, Camp Captain Julian Olivas, City of San Fernando, Pampanga.
The winners were also proclaimed the Bataan Provincial Police Bureau – 1st runner-up, and the Mobile Force Regional Battalion – 2nd runner-up.
The CDM competition tests the capabilities, operations and equipment readiness of police officers, as well as their ability to handle mass action and public disorder with maximum tolerance.
The ceremony was led by Brig. Gen. Matthew P. Baccay, Central Luzon Regional Police Director with representatives from the Provincial Police Offices (PPOs) of Angeles, Aurora, Bataan, Bulacan, Nueva Ecija, Olongapo, Pampanga, Tarlac, Zambales, as well as the Regional Mobile Force Battalion (RMFB-3).
Each team went through three stages or phases of the competition: a graded inspection, eight foundational training demonstrations, and a problem-based scenario. In the scenario, there were real attackers ready to attack them or protest in the event of civil unrest.
The contest will be a proactive step for any mass movement to protect human rights in the exercise of police responsibilities. It also ensures the effectiveness and efficiency of all CDM units, particularly in terms of individual skills development and equipment upgrades.
